The Director of Human Resources (HR) & Career Development (CD) is responsible for directing the employee related functions of the Agency in accordance with Agency policies and procedures, the ethical and social consciences of business and society and the laws and regulations under state, federal and employment law in addition to Agency regulations. This person is also responsible for assisting the Vice President of Human Resources & Career Development with strategic human resources planning to ensure effective development and enhancements are implemented for workforce acquisition, retention, education and training purposes.

  • Oversee the human resources and career development departments to ensure compliance with all employment related federal and state laws, and Agency regulations.
  • Monitor the human resources and career development job functions to ensure all team members are working effectively and efficiently.
  • Complete corrective action for supervisors in accordance with agency policies in conjunction with the Vice President of Human Resources & Career Development to ensure consistency is met agency wide; ensures applicable employment laws are being followed.
  • Acts as the backup when needed for conducting discharges in the absence of the VP of Human Resources & Career Development as needed.
  • Ensure human resources related benefits including unemployment, 401(K) and health insurance administration is being completed timely and accurately.
  • Coordinate and execute EHCA's annual employee related events including the Employee Holiday Party, Employee Recognition, Employee Summer Picnic, and Supervisor Training.
  • Maintains contact with schools, colleges, universities, and employment related organizations for education and training purposes.
  • Assists with employee relations following the agency Employee Handbook, and policies and procedures.
  • Ensures compliance with and maintains records for all legal and regulatory requirements including but not limited to pre-employment requirements, recurring medical requirements, employment related clearances and human resource related records.
  • Maintains compliance and records including career development and education related electronic files.
  • Oversees onboarding process for new hires.
  • Investigates or responds to employee grievances / concerns per the Harassment Policy.
  • Maintains confidentiality at all times.
  • Ensures compliance with applicable state and federal regulations including appropriate documentation (e.g.  Affirmative Action, ADA, OSHA, Wage and Hour Laws, COBRA, Civil Rights Act [Title VII], and Family and Medical Leave Act). 
  • Implements short term and long term strategic planning for human resource related functions as well as education and training objectives.
  • Assists with development and revision of human resource and career development policies and procedures.
  • Assists with budget preparation and maintaining expenditures within budget.
  • Assists with the coordination and revisions for Agency position compensation plans and wage structure as needed.
  • Acts as chair committee person on various employee related committees as assigned by supervisor.
  • Attends meetings, trainings, conferences and seminars as assigned by supervisor.
  • Assists with revisions to the employee handbook.
  • Travel as needed to designated Agency locations between Erie, Crawford and Venango counties.
  • Contributes to the involvement of the Agency’s Leadership.
  • Gathers data to address human resource issues.
  • Performs other tasks as assigned by supervisor.

Requirements:

  •     Bachelor’s degree in human resources or related field and at least three years of progressively related job experience, OR an Associate’s degree in human or related field and at least five years of progressively related job experience. 
  •     Intermediate to advanced knowledge of laws, regulations, and guidelines concerning human resources and training administration.
  •      Ability to read, interpret and apply human resources guidelines and polices, as well as education regulations, contracts and other controlling procedures
  •      Ability to develop and maintain effective working relationships with supervisors, leadership team members, employees, and members of the general public
  •      Excellent verbal and written communication skills including a demonstrated ability to effectively communicate with others in sensitive and confidential situations
  •      Supervisory or management experience is preferred.
