POSITION TITLE: Director of Operations/Neighborhood Asset Manager

REPORTS TO: Executive Director
BASIC FUNCTION:
With supervision from the Executive Director, the Director of Operations/Neighborhood Assets Manager will assist with oversight of BEST-owned and operated rental units, overseeing property management, renovation projects and overall organizational operations. The Neighborhood Assets Manager will also work with property owners to identify code violations and maintenance needs, prioritize work needed, and assist in making improvements from finding contractors to soliciting bids to matching funding options. This position will work to improve the health, safety, and façade appeal of buildings throughout the neighborhood by working as a liaison between the property owners, contracting workforce, and funders aiding in revitalization. Further, the Director of Operations/Neighborhood Assets Manager is the second-in-command of the organization, working directly with the Executive Director to ensure organizational stability and longevity. This is a dynamic position in a small organization, so both field work and office duties will be required.
WIDE RANGE of RESPONSIBILITIES:
Programmatic:
- Respond to maintenance requests and needs from BEST tenants
- Conduct routine maintenance on rental units, such as changing air filters and testing smoke and carbon monoxide detectors
- Work closely with Executive Director on revitalization, renovation, and development projects
- Outreach to recruit owners to participate with improving property conditions
- Evaluate property conditions for code violations and safety concerns
- Prioritize work needed to improve current condition and prevent future issues
- Process applications for façade and other improvements from property owners
- Solicit bids for all projects needing construction estimates
- Schedule construction on properties and inspect for completeness
- Process paperwork to fund awarded contractor and remit for reimbursement
- Evaluate contractor’s performance and develop a list of vetted contractors
- Develop an understanding of best practices for neighborhood revitalization
- Assist in the development and implementation of real estate development projects
- Meet with City Inspectors during routine rental inspections
- Attend Property Review Committee meetings
- Prepare project scopes of work and bid packages when necessary
Communications:
- Provide weekly updates to Executive Director (ED) on upcoming and past activities as well as authorization to approve any organizational funds to be expended
- Outreach to potential contractors to vet for skill sets and work performance
- Recruit volunteers to assist with vacant lot improvements, renovation projects, and property owner projects
- Prepare and provide a monthly update on activities to the board of directors
- Attend bi-monthly meetings with Property Review Committee
- Promote grant and volunteer opportunities to property owners
- Represent the organization at public events when assigned
- Interact with walk-in visitors and troubleshoot any issues prior to involving ED
Reporting:
- Prepare all required documentation per funding sources for property improvements
- Gather and provide necessary documentation to request reimbursement for services rendered/funds awarded
- Maintain official programming records and documents, and ensure compliance with organizational, federal, state, local and/or other applicable regulations
- Provide payroll and other required documentation weekly
