GECAC, the largest anti-poverty organization in Erie County, PA, is seeking a Project Manager in our Senior Community Service Employment Program (SCSEP) of our Employment, Workforce, and Self Sufficiency (EWSS) Division.  With a budget of approximately $12 million and more than 100 staff members, we help people and change lives on a daily basis.  GECAC helps people throughout Erie County break the cycle of poverty and obtain self-sufficiency and financial independence.  Will you join our team?

 

GECAC is looking for a person to play a key role in supervising and coordinating activities of seniors, 55 years and older, providing them paid community service training opportunities with local non-profit organizations, known as host agencies. This individual will ensure all job development and casework activities are carried out and documented in line with agency and funding source guidelines.

 

This rewarding Project Manager position is a full-time position.

 

Job Summary:

  • Responsible for day-to-day operations of the SCSEP and New Choices Program activities.
  • Recruits and enrolls individuals into the programs based on program eligibility requirements, including low-income, unemployed persons 55 and over who are most in need of employment services; makes referrals for other services, as necessary.
  • Determines initial program eligibility and recertifies eligibility annually to determine continued enrollment.
  • Interviews eligible applicants to determine employment goals and to match with available Host Agency sites according to Federal guidelines and regulations; develops job descriptions and Individual Employment Plans.
  • Conducts Program Orientations, which include program overview and program requirements.
  • Responsible for collection of bi-weekly time sheets and other attendance records.
  • Responsible for the identification, development, and selection of Host Agency sites that provide training for participants that is transferrable to the local labor market and addresses community needs.
  • Responsible for oversight of participant case records to ensure records contain documentation required by Federal regulations and are kept confidential, current, and in an orderly manner.
  • Enters program data into the mandated reporting system in a timely manner; reviews available reports for accuracy.
  • Monitors program progress to meet programmatic goals.

 

Qualifications: 

  • Requires knowledge and skills in casework field as normally acquired through the completion of a Bachelor’s Degree.
  • One to three years of directly related and progressively more responsible work experience in workforce development, human resources, vocational counseling, adult education and training, case management, or related field.
  • Excellent verbal and written communication skills.
  • Excellent  assessment skills
  • Knowledge of community resources and funding source regulations.
  • Must possess knowledge of Microsoft Office (Outlook, Word, Excel) and Microsoft Teams. Familiarity with Zoom, PDF editing software and experience working remotely are desired.  Must have enough knowledge to successfully complete the technical skills of the position. 

 

Follows Child Protective Services Laws:  Must be able to provide Act 33, Act 34 and Act 114 clearances issued within the past 5 years (60 months) and meet the Immigration Reform Act requirements.  Updated clearances must be submitted every 60 months.  Must have access to a private automobile and a valid PA driver’s license.  Required to have appropriate auto insurance as required by the agency.
