Summary of Position: This position is responsible for the effective oversight and operation of the CRI human resources function to support the CRI mission, vision, strategic plan, and operations.

Duties and Responsibilities:

  1. Assist with wage recommendations to the executive director. Maintain wage and salary targets, grade tables.
  2. Oversee benefits administration. Supervise HR manager responsible for employee benefits and safety.  Employee insurance benefit plans.  401k profit sharing plan – trustee, oversee enrollment and distributions, assist in annual 401k audit, updates and amendments, communications to participants.  Paid time off and employee leave programs
  3. Professional Development and Training. Develop a professional development program for supervisor skills and employee retention, utilizing a combination of outsourced training materials and materials presented by the HR Director.  Examples include positive reinforcement, performance coaching for desired behaviors difficult conversations, supervisory communication skills, goal setting,   Oversees and initiates Employee Performance, Review and Evaluation Program.  Goal setting and performance review process.  Train staff, schedule and organize reviews, compile results.  Oversees agency orientation programs for direct care staff and office staff.  In conjunction with department leadership, evaluate, recommend, and implement improvements to the orientation programs to meet organizational goals of retention, competence, and compliance.  Oversee employee behavior coaching / warning system for fairness, legal compliance, and consistency.  Advise supervisors on employee behavior issues.  Review and approve written warnings prior to supervisor meeting with staff.
  4. Employment law legal compliance and reporting, including but not limited to Equal Employment Opportunity, Affirmative Action, and Americans with Disabilities Act. Identify legal requirements and government reporting regulations affecting human resource functions and ensures policies, procedures and reporting are in compliance.  Represents agency at personnel related hearings and investigations.
  5. Maintain and update as necessary the CRI employee handbook. Maintain and update as necessary the Human Resources policies and procedures.
  6. Oversee employee safety / workers compensation programs and insurances, injury risk reduction / training programs, post-incident testing, return to work program, and workplace injury reporting. Supervise HR manager responsible for employee safety and workers compensation.  Participates as a member of the Safety Committee.
  7. Employee relations serving as a point of contact for employees, balancing compliance, fairness, and organizational needs. Track and trend employee complaints. Advises management in appropriate resolution of employee relations issues, such as, but not limited to, promotions, warning notices, employee complaint resolution, and so on.
  8. Job descriptions. Develop a job description for each position. Update as necessary.
  9. Oversees agency recruitment and interview process for new staff. Coordinate job offers for office staff. Supervise HR specialist responsible for recruitment.  Oversee background and reference check process.
  10. Responds to employees regarding inquiries regarding policies, procedures and programs.
  11. Assists in employee separation notices and related documentation, and conducts exit interviews to determine the reasons behind separations.
  12. Unemployment compensation reporting of separation information and appeals, represent the agency at unemployment hearings.
  13. Oversee the management and monitoring of employee records for legal and programmatic compliance. Supervise HR administrative assistant.   Maintain both electronic and paper employee records.
  14. Special projects coordination, as assigned.
  15. All other duties as assigned.
